Developers will be able to use their own billing systems alongside or instead of Google Play billing, and can direct users to external websites for purchases. A new Registered App Stores program will streamline sideloading of third-party app stores that meet quality and safety benchmarks. Fee structures are being overhauled: billing fees (5% in EEA, UK, US) are decoupled from service fees, which drop to 20% for new installs, with further reductions (15%) for participants in new developer quality programs. Subscription fees drop to 10%. Rollout begins by June 30 for EEA, UK, and US, with global completion by September 2027.
