Anthropic and Amazon are notable holdouts from that letter.

Amodei's actual position is more nuanced than a simple pro/anti-open-source stance. He views open-weight models as a public good when they lack dangerous capabilities, crediting them with expanding access, boosting competition, and giving users more control. Where he parts ways with the open-weights coalition is on the question of irreversibility: once weights are released, they can't be recalled, safeguards can be stripped out, and there's no way to monitor downstream use.

## What Anthropic is actually proposing

Rather than bans, Amodei supports three specific measures:

1. **Chip export controls** — restricting China's access to advanced AI hardware and chipmaking equipment
2. **Crackdowns on industrial-scale distillation** — Amodei cites Alibaba's Qwen lab as an example, alleging it used 25,000 fake accounts to systematically extract Claude's outputs, which he frames as IP theft
