The Norwegian Association for Persons with Developmental Disabilities has filed complaints since 2016, arguing this creates digital exclusion. The Discrimination Tribunal initially ruled no discrimination occurred, but the Ombudsman criticized this decision. The case may now go to EFTA for clarification on EU/EEA "sole control" requirements.
