Bigger Slugs and Greater Build Timeout Flexibility

Heroku has increased the default maximum compressed slug size from 500MB to 1GB, and also raised build compile timeouts. These changes are aimed at reducing deployment friction for applications with large dependencies, particularly AI and machine learning libraries. Larger slugs do come with a trade-off: slower dyno boot times due to longer download and extraction, so keeping slugs lean is still recommended.
