New rules will prohibit autonomous AI agents and vibe coding, ban AI-generated substantial code without disclosure, and restrict new contributors (fewer than 3 merged PRs) from submitting new features or major refactors without maintainer approval. The policy also bans AI-generated text in human-to-human communication. The core motivation is protecting the reviewer pipeline, ensuring contributors can take responsibility for their code, and preserving the mentorship value of PR review.
