Code Scanning will no longer combine multiple runs from a single upload in the future. The deprecation of this feature will start showing a warning and eventually lead to failed uploads in June 2025. This change affects users of the github/codeql-action/upload-sarif action with 3rd party tools generating multiple runs with the same category in a single SARIF file.
