Unused funds stay in the foundation buffer, and the allowance can be increased up to $1000 with approval from two board members (excluding the requester). Larger budgets follow normal expense approval requiring majority board consent. With five maintainers, the foundation sets aside $167/month, and the allowance would be cancelled if the foundation's budget shrinks enough to affect employee payment.
