# Context Engineering Is Governance

## Summary

Traditional API governance focuses on producer-side linting rules (e.g., Spectral rulesets in CI/CD pipelines), but this misses the consumer-side half of governance. When AI agents consume APIs, handing them the full surface — all operations and fields — is a governance failure, not just a performance problem. Context engineering is the practice of deliberately narrowing the API surface to exactly what a given consumer needs: trimming tool lists, collapsing irrelevant fields, rewriting descriptions for model readability. This is least-privilege and scope management applied to AI agents, and it is governance in every meaningful sense. The argument is that governance has two halves: producer-side rules that keep APIs consistent, and consumer-side context engineering that decides what each consumer is allowed to see and do. Tooling for the consumer-side half barely exists yet, and it is where the next wave of API governance work lives.

## Questions this post answers

### What is context engineering in the context of API governance for AI agents?

Context engineering is the deliberate narrowing of a large API surface down to only the operations and fields a specific agent needs for a given task, such as reducing two hundred operations and three hundred fields to six tools and forty fields. It is framed as a governance act because it decides what a consumer is allowed to see and do, functioning as least-privilege scope management rather than a performance or prompt-engineering trick.

### Why is handing an AI agent an entire API schema considered a governance failure?

Giving an agent the full set of operations and fields and letting the model figure out what it needs abandons the core governance question of what a consumer should be allowed to access, outsourcing that decision to a probability distribution. Every unnecessary field becomes something the agent can leak or misinterpret, and every exposed operation becomes a capability the model might invoke inappropriately.
