# DOE's Genesis Mission just handed out 278 AI research grants, and Microsoft wants credit for all of it

## Summary

The U.S. Department of Energy announced 278 AI research grants under its Genesis Mission, the largest response to a funding opportunity in DOE history, aimed at doubling American research productivity within a decade. Microsoft quickly positioned itself as a key partner with a $60 million commitment in Azure compute, AI credits, and engineering services, launching SPARK to coordinate DOE's 17 National Laboratories. A standout project, Lawrence Berkeley's SYNAPS-I, uses Meta's open-source SAM 3 and DINOv3 models on 300 A100 GPUs to reduce expert annotation time from a month to 15 minutes for petabyte-scale scientific data. The open-source model choice is driven by a real constraint: national labs cannot send prepublication data to external APIs, making self-hostable models essential on secure government infrastructure. Other funded projects span biosecurity modeling, autonomous materials labs, and nuclear permitting automation.

## Content

The White House dropped $5 billion on the Genesis Mission this week, calling it the biggest overhaul of federal science funding in 80 years. The pitch: embed AI into the scientific process across 278 selected projects, spanning nuclear energy, fusion, quantum computing, critical minerals, and biomedical research. Science adviser Michael Kratsios framed it explicitly as a response to China closing the AI performance gap.

The scale is real. The DOE selected 278 projects in what it's calling the largest response to a funding opportunity in its history. The biggest single award is a $60 million, three-year nuclear reactor design project called Prometheus. Microsoft committed another $60 million on top of that ($40M in Azure compute, $20M in engineering), and is standing up a coordination hub called SPARK to connect projects across DOE's 17 national labs.

But the more interesting story is what's actually running under the hood.

Lawrence Berkeley's SYNAPS-I project is using Meta's open-source SAM 3 and DINOv3 models to process the tens of petabytes of imaging data that DOE light and neutron facilities now generate annually. The reason is practical, not ideological: national labs can't send prepublication data to external APIs. They need models they can download and run on secure government infrastructure. What used to take a month of expert annotation per time step now runs in about 15 minutes across 300 A100 GPUs.

Arcee AI announced a DOE partnership to build Genesis-Science-1, an open scientific model, and the reaction from the AI research community was notably warm. Researcher Chris Wolfe called out the emphasis on reproducibility and cross-disciplinary work as genuinely meaningful, not just PR. "Arcee team is so talented," he wrote, "building GS1 publicly will lead to many useful takeaways from which we can all benefit."

MIT has six projects it's leading, covering AI-driven quantum sensing, rare earth extraction, fusion plasma modeling, and generative blade design. Infleqtion picked up three awards covering quantum circuit design for nuclear applications and plasma dynamics simulation for fusion.

The through-line: the federal government is quietly making a structural bet on open, self-hostable models for serious scientific work. Not because of any philosophical commitment to openness, but because classified data and air-gapped infrastructure leave no other option.
