Ethereum for Governments and Institutions: Why neutral infrastructure matters now

The Ethereum Foundation's Global Policy Strategy team has published a guide aimed at governments and institutions evaluating blockchain infrastructure. The report argues that current digital systems are fragmented, proprietary, and controlled by centralized intermediaries, creating systemic risks. Ethereum is presented as credibly neutral public infrastructure due to its uninterrupted uptime since 2015, ~$76B in staked ETH security, geographically distributed validators, multiple independent client implementations, and absence of a controlling operator. The report compares Ethereum against other layer-1 blockchains on metrics like uptime, economic security, decentralization, and counterparty risk, finding Ethereum superior across all dimensions. Real-world government deployments cited include digital identity systems in Bhutan and Buenos Aires, and land registry management in India.
