Ex-IBM Exec Accuses Big Blue and AT&T of Covering Up Foreign Data Breaches

A former IBM vice president of threat intelligence, William Barlow, has filed an 86-page whistleblower complaint alleging that IBM and AT&T covered up repeated data breaches by foreign adversaries — including China-linked APT10 — over the course of a decade. The lawsuit, filed in 2020 and recently made public after the DOJ declined to intervene, claims APT10 breached IBM systems up to 56,215 times between 2013 and 2016, compromising nearly 400 accounts and 200 systems across 18 countries. Despite internal investigations confirming the intrusions, neither IBM nor AT&T allegedly disclosed the breaches to federal authorities. IBM is further accused of falsely certifying its cloud network as secure while bidding for lucrative government contracts, violating federal regulations including FAR, DFARS, and NIST standards. IBM denies wrongdoing, stating its actions followed the law.
