In exchange, Anthropic agreed to proactively detect and address security risks, collaborate with the government on protocols for future model releases, and report any malicious activity. The controls had forced Anthropic to shut down access to Fable for all users globally. The episode unfolded against a backdrop of existing tensions between Anthropic and the Trump administration, stemming from Anthropic's refusal to remove contractual safeguards against mass domestic surveillance and autonomous weapons for the Department of War. The relationship has since thawed following meetings between Commerce Secretary Howard Lutnick and Anthropic representatives.
