Vulnerability counts and CVSS scores are poor proxies for actual risk because they describe flaws in the abstract, not whether an attacker can reach something valuable in your specific environment. The better measure is 'threat debt' — the set of attack paths an adversary could actually walk to reach business-critical assets. Validated controls matter more than having controls on paper.
