# France orders ministries to map and reduce US software dependencies, starting with Windows-to-Linux migration

**[Collections](https://daily.dev/sources/collections)** · 3 min read · 0 upvotes · 0 comments

## Summary

France's national digital directorate (DINUM) has announced a mandate requiring all government ministries to submit plans for eliminating extra-European software dependencies by autumn 2026, with DINUM itself migrating from Windows to Linux. The directive spans eight categories including operating systems, collaboration tools, AI, databases, and cloud infrastructure, framed as a digital sovereignty initiative. France already has working precedents: the Gendarmerie runs Ubuntu on 103,000+ workstations saving €2M annually, and 80,000 health insurance agents are migrating to sovereign tools. New infrastructure projects include Securix (a hardened NixOS-based PC) and La Suite (a self-hosted cloud office suite). Key challenges include legacy application compatibility, staff retraining, and the fact that much of Europe's cloud infrastructure remains American-owned. Geopolitical tensions with the US under the Trump administration appear to have accelerated the timeline.

## Content

France's national digital directorate (DINUM) announced on April 8, 2026 that it will migrate its own workstations from Windows to Linux, and has ordered every government ministry to submit a formal plan for eliminating extra-European software dependencies by autumn 2026.

The directive covers eight categories: operating systems, collaboration tools, antivirus, AI, databases, virtualization, cloud infrastructure, and network equipment. Minister David Amiel framed the move explicitly as a matter of digital sovereignty, citing concerns over data control, pricing, and strategic risk from dependence on foreign-controlled software.

## What's already happening

This isn't starting from zero. France's Gendarmerie nationale has been running a custom Ubuntu distribution called GendBuntu (or Gendarmubuntu) on over 103,000 workstations for years, saving roughly €2 million annually and cutting total cost of ownership by around 40%. That's a real precedent, not a pilot.

The national health insurance fund (CNAM) is migrating 80,000 agents to sovereign tools: Tchap for messaging, Visio for video calls, and FranceTransfert for file sharing. France's national health data platform is also scheduled to move to a European sovereign solution by end of 2026.

On the infrastructure side, France is developing Securix, a hardened NixOS-based PC, and La Suite, a self-hosted cloud office suite that includes video conferencing and spreadsheet tools.

## The timeline

- **Autumn 2026:** All ministries must submit dependency-reduction plans
- **June 2026:** A public-private coalition for European digital sovereignty is set to be formalized
- **End of 2026:** Health data platform migration to a sovereign solution

No specific Linux distribution has been named for the broader government rollout beyond DINUM's own workstations.

## What could go wrong

The obvious challenges are the ones that have derailed similar efforts elsewhere: legacy Windows applications that don't have Linux equivalents, compatibility issues, vendor pressure from Microsoft, and the straightforward human problem of retraining large numbers of staff who've used Windows their entire careers.

There's also a structural issue worth noting: much of Europe's cloud infrastructure is still predominantly American-owned, so migrating operating systems doesn't fully resolve the underlying dependency. The directive's coverage of cloud and virtualization suggests France is aware of this, but those are harder problems than swapping a desktop OS.

Germany's Schleswig-Holstein state has gone through a similar migration and offers some lessons, though a national government rollout is a different scale of complexity.

## Why now

Geopolitical tensions with the US under the Trump administration appear to have accelerated the timeline. European governments have been talking about digital sovereignty for years; the current political climate seems to have converted that talk into concrete directives with actual deadlines.

Whether the autumn 2026 deadline produces real migration plans or just paperwork remains to be seen. But France has more working infrastructure behind this push than most countries that have announced similar intentions.
