South Africa's Public Service Commission has released a damning investigation into the State IT Agency (Sita), revealing over R2-billion in irregular expenditure across four audited years, a 25% tender attrition rate, and procurement matters stuck in adjudication for an average of over 400 days. The report identifies six systemic challenges including severe leadership instability — at one point 86% of MD-level roles were filled in an acting capacity — and inconsistent consequence management. Sita has no reliable central contract register, and board records were so incomplete that major decisions could not be traced. Communications minister Solly Malatsi and PSC chairman Somadoda Fikeni jointly released the report, setting 30- and 60-day deadlines for a stabilisation plan and governance reform. A broader review of Sita's mandate and operating model is also underway, with the possibility of 'repurposing' the agency entirely. The report runs parallel to a Special Investigating Unit probe authorised by President Ramaphosa.
