Germany has mandated the Open Document Format (ODF) as the official document standard for public administration within its new Deutschland-Stack sovereign digital infrastructure framework. Published by the Federal Ministry for Digital and State Modernisation, the framework also requires PDF/UA and explicitly excludes proprietary formats. The initiative supports broader goals of vendor independence, open source development, local data storage, and interoperability across all government levels through 2028. The move aligns with European digital sovereignty efforts including the European Interoperability Framework and the Cyber Resilience Act.
