Google is introducing a high-friction process for installing apps from unverified developers on Android, including a mandatory 24-hour wait period. However, Google has confirmed that once a user completes this 'advanced flow' and opts out of restrictions, that preference can be carried over to a new device — meaning users only need to go through the process once ever. ADB remains unaffected by the new rules. The changes are set to roll out to Android users starting in August.
