GitHub has introduced hard budget limits for GitHub Advanced Security (GHAS), allowing enterprise administrators and billing managers to enforce strict license caps. Previously, only soft budgets existed — admins received email alerts at 75%, 90%, and 100% thresholds but couldn't block overspending. With hard limits, once the budget is reached, new license assignments are blocked and GHAS won't activate on new repositories until the budget is raised or licenses freed. New features include real-time license-to-cost estimates, smart defaults that protect existing active licenses, continued threshold alerting, and organization-level cost center controls.
