After upgrading to a Ryzen 5800X3D and not seeing expected frame rate gains, the author discovered RAM had reverted to 2133MT/s instead of 3600MT/s, and Resizable BAR had been disabled. Re-enabling DOCP (XMP) restored expected performance.
