# IBM Bob goes on-prem; JetBrains Air and Qodo 3.0 also launch

**[Collections](https://daily.dev/sources/collections)** · 3 min read · 1 upvotes · 0 comments

## Summary

IBM's agentic coding platform Bob now supports on-premises, private cloud, and air-gapped deployments, targeting regulated industries like banking and government that can't send code off-site; self-hosting shifts GPU, model update, and governance burdens to customers. IBM claims over 80,000 internal users and a 45% average productivity gain. Separately, JetBrains opened early access for Air, an agentic IDE layer that works with external agents like Codex, Copilot, Junie, and Cursor without requiring a JetBrains AI subscription. Qodo also shipped version 3.0, adding governance features for agent-written code including a Wisdom Base, PR Triage, a Software Map for risk assessment, and support for Gerrit and on-premises/open-source model deployments like Nemotron.

## Content

Several coding-agent announcements this week share one concern: running agents without sending code or credentials outside a controlled environment.

## IBM Bob moves inside the firewall

IBM's agentic development platform Bob can now be deployed on-premises, in private and sovereign clouds, and in fully air-gapped environments. It launched as SaaS in April. The target is regulated industries such as banking, insurance and government, where source code can't go to an external cloud. IBM points to survey findings that 68% of executives find data sovereignty compliance challenging.

Bob coordinates specialized agents for code, testing, documentation and pipelines. It routes tasks across models including Anthropic's Claude, Mistral and IBM Granite. Earlier updates added multi-agent capabilities, parallel tool calling, cost analytics, and support for modernizing RPG and COBOL applications. The Bob Premium Package for Z also gets self-hosted support, with deeper mainframe-specific context.

IBM says more than 80,000 internal employees now use Bob, up from 100 in June 2025, with a reported average productivity gain of 45%. Analysts note the catch: self-hosting shifts the operational burden to the customer. Once Bob is inside the firewall, enterprises have to manage GPU capacity, model updates, audit trails and the governance of agent behavior themselves.

## JetBrains Air

JetBrains opened an early access program for Air, an agentic development layer built into its IDEs (2026.3 EAP). It works with external agents including Codex, GitHub Copilot, Junie and Cursor, and adds IDE skills for debugging and code search. No JetBrains AI subscription is required.

## Qodo 3.0

Qodo released version 3.0, aimed at quality and governance for agentic development. It adds:

- a Wisdom Base that supplies codebase context
- PR Triage, which groups agent-generated pull requests
- a Software Map for risk assessment
- support for Gerrit, and for on-premises and open-source model deployments such as Nemotron

## Collaboration without shared credentials

Qodo is also working on a related problem: how agents hosted in different places can work together without handing around privileged credentials. Its internal agent team, Dark Factory, turns scoped engineering requests into reviewed PRs. It uses BAND (@band_hq), which gives independently hosted agents a shared room for plans, questions, evidence and review findings. Each agent keeps its own runtime, tools and credentials.

The division of labor is simple. A coding agent implements the change. An independent reviewer challenges it using Qodo's hosted PR review. An SRE agent adds production evidence from its own environment. Repository changes, PR actions and review verdicts go through deterministic tools, with checkpoints and a durable session record. Amir Zaushnizer and Dr. Ofir Friedman describe the architecture in a new article.

## What ties it together

I find the common thread more interesting than any one release. Vendors are no longer just selling smarter agents. They're selling control: where the agent runs, who holds the keys, and how its work gets reviewed. IBM's pitch is that the whole stack sits behind your wall. Qodo's is that agents can cooperate without trusting each other with secrets. Both are answers to the same question, and the operational cost of answering it falls on the people running the systems.

## Questions this post answers

### Can IBM Bob be deployed on-premises or in an air-gapped environment?

Yes, IBM's agentic coding platform Bob now supports deployment on-premises, in private and sovereign clouds, and in fully air-gapped environments, in addition to the SaaS version launched earlier. This targets regulated industries like banking, insurance, and government where source code cannot leave controlled environments. The Bob Premium Package for Z mainframe tooling also gained self-hosted support.

### What new features does Qodo 3.0 add for managing AI-generated code?

Qodo 3.0 adds governance tooling for agent-written code, including a Wisdom Base for codebase context, PR Triage to group agent-generated pull requests, a Software Map for risk assessment, and support for Gerrit plus on-premises or open-source model deployments such as Nemotron.

### What is JetBrains Air and which external coding agents does it support?

JetBrains Air is an agentic development layer built into JetBrains IDEs, currently in early access as part of the 2026.3 EAP. It works with external agents including Codex, GitHub Copilot, Junie, and Cursor, provides built-in IDE skills for debugging and code search, and does not require a JetBrains AI subscription.
