Improved accuracy and coverage in Copilot usage metrics reports

GitHub has made three improvements to the Copilot usage metrics API. First, GitHub Copilot CLI now reports suggested lines of code (loc_suggested_to_add_sum and loc_suggested_to_delete_sum), with de-duplication of edits from CLI version 1.0.64 onward. Second, users previously visible only through server-side telemetry now have their IDE and plugin versions surfaced in totals_by_ide. Third, two bugs causing ai_credits_used to show 0.0 for some users have been fixed — unattributed AI credit consumption is now correctly assigned to the right organization or enterprise, and server-side-only users are now matched to their billing data. These changes give enterprise admins and org owners more complete and accurate Copilot usage reports.
