ACT's five-point reform package calls for a deemed-approval mechanism requiring municipalities to process wayleave applications within 30 working days, with automatic approval if deadlines are missed. The proposal also includes financial penalties and damages claims against municipalities that cause delays, capped wayleave fees limited to administrative costs, a single national digital platform for wayleave applications, and tiered security controls for a proposed national GIS infrastructure database. ACT argues the current draft regulations only regulate network operators who want to build, while leaving untouched the municipal bottleneck that actually blocks deployment.
