The minimal GRUB package will support only UEFI and the minimum required built-in modules, enabling it to boot unified kernel images (UKIs) via Bootloader Specification files. The motivation is to provide stable TPM PCR values needed for remote attestation in confidential VMs, while also reducing the attack surface by removing unneeded code.
