# Meta hires CRED founder Kunal Shah to lead WhatsApp, invests $900M in his startup

## Summary

Meta has hired Kunal Shah, founder of Indian fintech CRED, as the new head of WhatsApp, replacing Will Cathcart. Alongside the appointment, Meta is leading a $900 million investment in CRED, acquiring roughly a 20% minority stake with no board seat or data access. The deal is widely seen as the price of the hire — Shah brings deep credibility in Indian consumer finance and payments regulation, areas where WhatsApp Pay has struggled despite 500M+ Indian users. Meta's broader ambition is to turn WhatsApp into a superapp (messaging, payments, business services, AI agents) modeled loosely on WeChat, targeting India, Brazil, and Indonesia. Critics note a tension: Meta has been cutting WhatsApp's Integrity teams even as it commits $900M to growth. On the product side, WhatsApp is rolling out usernames (3–35 characters), allowing users to connect without sharing phone numbers — a feature Telegram and Signal have had for years.

## What's happening

WhatsApp is rolling out two significant changes at once: a username feature that lets its 3+ billion users connect without sharing phone numbers, and a new head of the app in Kunal Shah, founder of Indian fintech CRED.

## The username feature

Users can now reserve a handle via Settings > Account > Username. Usernames are 3–35 characters, and WhatsApp will suggest alternatives if your first choice is taken. If you already have a Facebook or Instagram username, you can claim it here too.

There's no public directory. Someone needs to know your exact username to reach you, which limits the spam risk somewhat. An optional four-digit "username key" adds another layer: contacts have to enter the key before they can message you for the first time.

Some usernames are pre-reserved for governments, public figures, and businesses — though TechCrunch found that handles resembling prominent politicians and institutions were still available to claim during the rollout, which is exactly the kind of thing that worries regulators.

For context, Telegram added usernames in 2014, Wire in 2016, and Signal in early 2024. WhatsApp is late to this.

## The regulatory pushback

India's Ministry of Electronics and Information Technology sent WhatsApp a notice giving Meta three days to explain why regulatory action shouldn't follow. The concern is impersonation — someone creating a handle that looks like a bank, a government agency, or a public official and using it to run scams. India has over 500–600 million WhatsApp users depending on the estimate, making it the app's largest market.

Meta's response is that the feature isn't live in India yet and that it proactively reserves lookalike usernames. Critics point out Meta hasn't explained how it decides which handles to protect, and TechCrunch's spot-check suggests the net has holes.

Somalia's National Communications Authority has also formally objected, arguing the feature could make it harder for security agencies to trace individuals involved in terrorism and organized crime, specifically citing al-Shabaab. Meta hasn't publicly responded to Somalia's concerns.

The Internet Freedom Foundation has pushed back on the Indian government's approach, arguing that fraud should be prosecuted under existing criminal law rather than pre-empted by blocking product features — and questioning whether MeitY even has the legal authority to halt a product rollout. Digital rights advocates more broadly see this as governments using platform-liability law to dictate product design, which sets an uncomfortable precedent.

## New leadership: Kunal Shah replaces Will Cathcart

Will Cathcart led WhatsApp for nearly seven years. He's out. Kunal Shah, who founded the Indian credit card payments platform CRED and previously built FreeCharge, is taking over.

The deal structure is unusual. Meta is investing roughly $900 million in CRED for approximately a 20% minority stake, valuing the company at $4.5 billion. Meta gets no board seat and no access to CRED's customer data. CRED retains its independence and is still eyeing an IPO, with Miten Sampat stepping in as interim CEO. Shah keeps his shareholding in CRED.

The cynical read, articulated by Gergely Orosz among others, is that Meta is essentially paying $900 million to hire one person. That's a lot of money for a company that has simultaneously been cutting WhatsApp's integrity and trust-and-safety teams through layoffs and reorganizations.

The more charitable read is that Shah brings something specific: deep experience navigating India's payments regulatory environment and a track record with affluent Indian consumers. CRED processes over 40% of India's credit card bill payments. WhatsApp Pay has been trying and largely failing to crack India's payments market for years, losing ground to PhonePe and Google Pay despite having a massive user base.

## What Meta actually wants

The superapp play is not subtle. Meta wants WhatsApp to do what WeChat does in China — messaging, payments, business services, maybe advertising and AI agents layered on top. India, Brazil, and Indonesia are the target markets, all places where WhatsApp is already the dominant messaging platform but where monetization has been thin.

Shah's appointment is a bet that someone who built a fintech business inside India's regulatory and consumer landscape can do what Meta's existing leadership couldn't. Whether that works depends on whether the payments regulators, who have already been skeptical of WhatsApp Pay, see Shah's arrival as a reason to be more accommodating — or just more scrutiny of a foreign company trying to control more of India's financial infrastructure.
