# Microsoft offers voluntary exit packages to eligible employees in four countries

**[Collections](https://daily.dev/sources/collections)** · 3 min read · 2 upvotes · 0 comments

## Summary

Microsoft is offering a Voluntary Exit Offer (VEO) to eligible employees in participating organizations in Canada, India, the UK and the US. Chief People Officer Amy Coleman announced it, describing it as a choice for people thinking about leaving, with financial support and career planning help. The offer covers employees at level 70 and below, and Business Insider and Bloomberg report it reaches around 60,000 people, at VP level and below on select teams. Data center, sales and marketing staff are excluded. It follows an earlier Voluntary Retirement Program where over 30% of about 8,750 eligible retirement-age workers accepted. Business Insider and Bloomberg frame it as a cost-cutting, AI-driven workforce reshaping move, which Microsoft's own announcement doesn't state.

## Content

Microsoft has opened a Voluntary Exit Offer (VEO) to roughly 60,000 employees, about 27% of its 223,000 full-time workforce as of June 30, 2026. Nobody is forced out. Each eligible person can take a cash severance package and leave on December 31, or turn it down and keep the job.

## Who is eligible

Chief People Officer Amy Coleman announced the offer, describing it as a chance for people already thinking about leaving to do so now, with financial support and career transition resources. It covers staff at level 70 and below in Canada, India, the UK and the US.

Participation varies by business, based on priorities, customer commitments and workforce needs. Eligible teams include AI experiences, Copilot, CoreAI, finance, HR, Xbox and Windows + Devices. Cloud + AI and legal affairs are reportedly taking part in part. Marketing, commercial business and security are excluded, and some reports say data center, sales and marketing staff are out too.

The offer builds on Microsoft's earlier Voluntary Retirement Program, run in April for employees whose age plus years of service totaled at least 70. More than 30% of the roughly 8,750 eligible workers accepted that one.

## Why now

The reported goal is to cut costs and free up money for AI investment. Microsoft has forecast $175 billion in capital expenditure for calendar 2026. Headcount was already down 2% year on year, and the company laid off staff in July and September, mostly in Xbox and commercial sales. Further layoffs are allegedly planned.

The latest quarter shows how lopsided the picture is:

- Azure revenue grew 48% year on year to $33.2B, beating the $32.3B analyst forecast. Shares rose about 4% after hours.
- Data center spending was $45.2B, under Microsoft's own forecast of more than $50B because of construction delays. Free cash flow fell 27% to $18.6B.
- Contracted future revenue reached $677B, up 73% year on year but slightly below the prior quarter's $678B.
- Microsoft gave no update on paid Copilot seats, last reported at 30M in July.

One analysis notes Microsoft returned $10.2 billion to shareholders in dividends and buybacks, and says the company has hinted at negative free cash flow by 2028 and a possible turn to the debt market. On that reading, trimming staff costs now makes the books look better before the borrowing starts.

## What to expect

Voluntary offers rarely empty a workforce. On average only about 5% of people offered redundancy take it, and Grok's summary of the reporting says Microsoft expects only a few thousand to accept.

Still, the optics are awkward. A company pouring billions into AI infrastructure is asking more than a quarter of its people whether they'd like to go, in the middle of record results. I find that hard to read as anything but a bet that the money is better spent on data centers than on payroll.

## Questions this post answers

### Which Microsoft employees are eligible for the new voluntary exit offer?

Employees at level 70 and below in Canada, India, the United Kingdom and the United States, on select teams, are eligible. Reports from Business Insider and Bloomberg put the reach at around 60,000 people at the vice president level and below. Data center workers and sales and marketing staff are excluded, and each business unit decides whether to participate.

### How many employees took Microsoft's earlier Voluntary Retirement Program buyout?

More than 30% of the roughly 8,750 eligible retirement-age workers accepted Microsoft's earlier Voluntary Retirement Program, offered earlier in the year. Chief People Officer Amy Coleman said the new Voluntary Exit Offer draws on lessons learned from that program, though a broader offer open to non-retirement-age staff may see different uptake.
