New York Governor Kathy Hochul announced proposed legislation to legalize commercial robotaxis statewide, excluding New York City. The legislation would expand the state's autonomous vehicle pilot program, requiring companies to demonstrate local support and meet safety standards through applications reviewed by multiple state agencies. Waymo welcomed the proposal, which could help overcome current state law requiring drivers to keep one hand on the wheel. While Waymo currently has a testing permit in NYC with human safety operators, commercial operations require separate licenses from the city's Taxi and Limousine Commission. Full details will be released in the governor's executive budget proposal on January 20.
