# OpenAI and Anthropic donate Open Responses and Agent Skills to the Agentic AI Foundation

**[Collections](https://daily.dev/sources/collections)** · 2 min read · 3 upvotes · 0 comments

## Summary

OpenAI and Anthropic each donated a major agentic AI project to the Agentic AI Foundation (AAIF), a Linux Foundation initiative. OpenAI gave Open Responses, a spec for a common LLM API covering messages and tool calls, already backed by AWS Bedrock, Databricks, LM Studio, Ollama, Nvidia, OpenRouter, Red Hat, Vercel, vLLM, and OGC. Anthropic isn't on that list, and Google has its own Interactions API. Anthropic donated Agent Skills, which started inside Claude Code and has since been integrated by more than 70 platforms including ChatGPT, Cursor, GitHub Copilot, and VS Code since December 2025. OpenSandbox and Hugging Face's OpenEv also joined, alongside existing projects MCP, goose, and AGENTS.md.

## Content

Two more pieces of agent plumbing now live under neutral governance. OpenAI is donating its Open Responses specification to the Agentic AI Foundation (AAIF), a Linux Foundation project, and Anthropic is donating Agent Skills to the same group.

AAIF already hosts MCP, goose and AGENTS.md, which launched in December 2025. OpenSandbox and Hugging Face's OpenEv are also joining.

## Open Responses

Open Responses aims to give developers one schema for messages, tool calls, streaming and multimodal inputs, so they don't have to translate between vendor-specific APIs. Support is listed from AWS Bedrock, Databricks, Ollama, LM Studio, Hugging Face, Nvidia, OpenRouter, Red Hat, Vercel, vLLM and OGC.

The gap it has to close is large. Of 120 OpenAI-compatible providers with readable OpenAPI specs, only 26 (21.7%) declare the /responses endpoint. For /chat/completions it's 105 (87.5%). Anthropic's Messages API is its own dialect: 20 of 29 compatible providers declare POST /v1/messages.

Anthropic isn't on the list of Open Responses supporters, and Google has its own Interactions API. So a common API is still more of a goal than a fact.

## Agent Skills

Agent Skills started as an experiment in Claude Code, a fix for its missing procedural knowledge. @bcherny said that since many across the industry had adopted it, Anthropic found it more fitting to donate it to the foundation, next to MCP.

A skill is a folder with a SKILL.md instruction file plus any scripts or reference files an agent loads on demand. The format now runs in rival products including ChatGPT, GitHub Copilot, Cursor and VS Code. Anthropic says more than 70 agent platforms have integrated it. According to @rohanpaul_ai, roughly a year after the October 2025 launch there are over 1M published skills and nearly 280M installs.

It's the same playbook Anthropic used with MCP last year: build a standard that competitors adopt, then give it to the foundation.

## What to watch

Neutral governance helps, but the numbers above show adoption is what counts. I'd watch whether Anthropic and Google end up supporting Open Responses, and whether the /responses endpoint spreads beyond a fifth of providers.

## Questions this post answers

### What is OpenAI's Open Responses spec and which vendors support it?

Open Responses is OpenAI's specification for a common LLM API, standardizing core primitives like messages and tool calls so developers don't need to translate between vendor-specific APIs. It's backed by AWS Bedrock, Databricks, LM Studio, Ollama, Nvidia, OpenRouter, Red Hat, Vercel, vLLM, and OGC. Anthropic is not a backer, and Google has its own competing Interactions API instead.

_Teams picking an LLM API standard can track adoption gaps like these on daily.dev before committing._

### What is Anthropic's Agent Skills standard and how widely is it adopted?

Agent Skills is a standard that started as an experiment inside Claude Code before Anthropic donated it to the Agentic AI Foundation, the same foundation that received MCP. More than 70 agent platforms have integrated it since December 2025, including ChatGPT, Cursor, GitHub Copilot, and VS Code.

_Developers building cross-platform agent tooling can follow standards adoption like this on daily.dev._

### What projects are part of the Agentic AI Foundation?

The Agentic AI Foundation, a Linux Foundation project, hosts Open Responses (donated by OpenAI), Agent Skills (donated by Anthropic), OpenSandbox, Hugging Face's OpenEv, plus existing projects MCP, goose, and AGENTS.md, the last of which launched in December 2025.

## Community take

How the wider developer community reacted, aggregated from 4 discussions and 376 comments across x (as of 2026-10-23).

**TL;DR:** Reactions welcome donating Agent Skills and Open Responses to a neutral foundation as a repeat of the MCP playbook that aids cross-tool portability, but a lot of the engagement is unrelated venting about Claude usage limits/resets, plus pointed technical questions about versioning, conformance, and security.

**Sentiment:** 30% positive · 45% mixed · 25% skeptical

**The case for**

- Donating the spec to a neutral foundation is seen as keeping it open and avoiding vendor lock-in, similar to MCP's trajectory.
- Several developers report running the same skill folders across Claude Code and Codex unchanged, which is viewed as the real practical win.
- Frictionless, no-membership-required participation is praised as the right way to drive adoption.

**The pushback**

- No membership requirement to use the standard means 'donating' is seen by some as largely symbolic rather than a real governance transfer.
- Concerns that allowed-tools and other fields are still experimental/inconsistently supported across agents, causing silent failures.
- Worries about lack of versioning, signed publishers, and security review as the format scales to 70+ platforms and ~1M skills.
- Skepticism that Skills are truly portable versus only working well within Anthropic's own ecosystem.

**By community**

- x (mixed): A mix of genuine appreciation for the open-governance move, substantive concerns about versioning/security/conformance, and a large volume of off-topic complaints about Claude usage limits and resets.

**Hottest debate:** Whether Agent Skills is genuinely portable across non-Anthropic agents or just works well because people are already on Claude.

**Open questions**

- Does a conformance test exist to ensure different agents interpret the same SKILL.md file identically?
- What moves with the donation—just the spec, or also the tooling and test suite?
- Will versioning be added to SKILL.md frontmatter so agents can gracefully handle unsupported fields?
- How will the foundation enforce security practices (signed publishers, pinned versions, diffs on updates) as the ecosystem scales?

**Highlights**

> @Joash0x @ClaudeDevs @AgenticAIFdn The blog names the assets: the Agent Skills name and logo, GitHub organization, and domain. Using or contributing to the standard still doesn’t require AAIF membership.

> @ClaudeDevs @AgenticAIFdn agent skills is now a cross-vendor package format - 70+ platforms. it should borrow what package registries learned the hard way: signed publishers, pinned versions, a diff on update. a bad LiteLLM release stayed up ~2 hours this week. a skill runs with the agent's tools

> @bcherny @AgenticAIFdn 70+ platforms integrated the standard, including chatgpt, cursor, copilot and vs code. the open question is whether they behave the same on one skill file. is there a conformance test, or does each interpret it its own way?
> — [illulachy\_ on x · 1 points](https://x.com/illulachy_/status/2113345064835629106)

> @bcherny @AgenticAIFdn a version field in the SKILL.md frontmatter would help a lot once more agents load the same files. today a skill written for claude code can use fields another agent ignores, and you only find out when it does nothing.

> @ClaudeDevs @AgenticAIFdn Donating the standard to a foundation is a strong move for keeping it open and neutral.
