Oracle goes vegan: Dumps Terraform for OpenTofu

Oracle has replaced Terraform with the open-source fork OpenTofu for its Oracle E-Business Suite Cloud Manager. Customers are required to make the switch by June 30, 2024. OpenTofu is seen as a permissive and robust alternative to Terraform for migrating EBS environments to the cloud.
