# Palantir and Nvidia want to change who owns government AI

**[The New Stack](https://daily.dev/sources/newstack)** · 6 min read · 0 upvotes · 0 comments

## Summary

Palantir and Nvidia have announced an integration that lets government and critical infrastructure operators run Nvidia's open Nemotron models inside air-gapped, sovereign environments — keeping data and model weights entirely on-premises. The engine covers three layers: deployment into classified networks, context/workflow management, and on-device fine-tuning using mission-specific data, all built on top of Palantir's existing AIP/Foundry/Apollo stack. Nemotron's hybrid Mamba-Transformer MoE architecture (Nano 31.6B, Super 120B, Ultra 550B) activates only ~10% of parameters per token, making it more compute-efficient than its headline sizes suggest. The announcement signals a broader shift from 'which model to call' to 'which models to own and operate,' with differentiation moving to deployment, governance, evaluation, and lifecycle management rather than raw model capability. The trade-off is real: owning the stack means owning GPU capex, power, cooling, patching, and operational headcount — costs that are unavoidable for regulated agencies but a genuine calculation for commercial enterprises.
