Permit authorization framework 0.4.0 gets faster setup with Igniter and Phoenix fixes

Permit 0.4.0 brings Igniter-powered zero-config setup across all four packages (Permit, Permit.Ecto, Permit.Phoenix, Permit.Absinthe). Running `mix permit.install` scaffolds a base authorization setup, with optional flags for Phoenix and Absinthe integrations. Permit.Phoenix 0.5.0 fixes a bug where `:index` routes with non-id path parameters were misclassified as singular, and adds a `plural_actions/0` callback for declaring custom collection actions like `:feed` or `:search`. New patch tasks allow progressive adoption in existing controllers and LiveViews. Upcoming work includes Ash Framework integration, Postgres Row-Level Security bridging, changeset-level authorization, and Phoenix LiveView + PubSub authorization.
