Proxmox officially supports Arm, with some caveats

Proxmox VE 9.2 now officially supports 64-bit ARM (arm64), with full support limited to NVIDIA Grace Hopper and Vera server platforms and best-effort support for other UEFI/ACPI-based ARMv8-A and ARMv9-A hardware. Device-tree-only SBCs like Raspberry Pi are not officially supported, though community UEFI firmware projects may enable compatibility. Jeff Geerling tested the install on an Ampere Altra Dev Platform, finding it straightforward via the graphical installer, though he encountered some issues running Ubuntu 24.04.1 VMs inside Proxmox on that hardware.
