The system combines solar panels, battery storage, and an on-site electrolyzer to produce green hydrogen stored in cylinders for use in fuel cells during grid outages. While batteries can sustain essential services for a few days, hydrogen fuel cells would extend that to up to 10 days — critical for a community that loses grid power via undersea cable during hurricanes. The economics are made feasible by high diesel costs driven by the Jones Act, and hydrogen storage scales more cheaply than batteries for extended outages. Power prices in Puerto Rico are among the highest in the U.S. at 28-29 cents/kWh, and the project aims to cut that to 15-16 cents. The project is funded partly by Volkswagen settlement funds, with deployment of a Nel Hydrogen electrolyzer planned for early 2027.
