# Regulation Writes The API

**[API Evangelist](https://daily.dev/sources/apievangelist)** · 4 min read · 0 upvotes · 0 comments

## Summary

Australia's Consumer Data Right (CDR) is what made banking and energy APIs programmable, not market initiative. Of 227 large Australian companies analyzed, 31 carry a CDR signal: 22 in banking and finance, 8 in energy, and one elsewhere. Nearly every contract these companies publish is a Consumer Data Standards contract; AMP publishes only its CDR product data. The regulation sets a ceiling too: it covers product data, not actions, and payment initiation has been legislated but no specific actions designated yet. Non-bank lenders joined this year, telco's expansion was paused in 2023, and 41 miners share just one Swagger file.

## Questions this post answers

### What is Australia's Consumer Data Right and how does it affect bank APIs

The Consumer Data Right (CDR) is an Australian regulation that requires banks and energy retailers to publish machine-readable data using a shared Consumer Data Standards (CDS) format. Of 227 large Australian companies analyzed, 31 carry a CDR signal, including 22 banks and financial firms and 8 energy companies, and nearly all of their published contracts follow the same CDS shape for product data.

### Can third-party apps make payments on behalf of customers under Australia's Consumer Data Right

Not yet. The legal framework for action initiation, allowing accredited apps to act on a customer's behalf such as making a payment, has been legislated, but no specific actions have been designated under it so far. Until designations happen, the Consumer Data Right functions only as a read surface for data like account balances and product information.
