## Summary

Hugo v0.164.0 introduces dark/light pairs for Chroma highlighter styles with new flags on the hugo gen chromastyles command. New template functions encoding.HexEncode, encoding.HexDecode, and crypto.Hash are added. Other additions include a markup.rst.syntaxHighlight option, Pandoc citation support, sub-path support in layouts passed to Page.Render, and case-insensitive template name lookup. The release also fixes a performance regression introduced in v0.128.0 that affected larger sites. resources.PostProcess is deprecated in favor of templates.Defer.
