Ben Ramsey has updated the PHP License Update RFC, which proposes relicensing PHP under the Modified BSD License (BSD-3-Clause) starting with PHP 9.0. Key updates include: Zend's copyright name is now formally listed as 'Zend Technologies Ltd., a subsidiary of Perforce Software, Inc.', a formal consent letter from Zend Technologies legal counsel has been obtained, and pull requests have been opened for php-src and web-php. With Zend/Perforce's formal consent secured, the RFC is ready to proceed to a vote. A 14-day discussion window is planned before opening the vote on or around March 13.
