# RQLM Part 1: Address Selects, Data Transfers

## Summary

A detailed design note describing the construction of a NAND-only memory subsystem in Python as the first step toward a synchronous quantum-hybrid machine. The core discipline is that the address bus raises exactly one enable line while separate read/write lines handle data transfer. The implementation includes a gated D-latch cell, a 2-to-4 address decoder, and a full memory device, all built from a single NAND primitive. Eleven tests verify one-hot decoder behavior, write isolation, non-destructive reads, and write-bus rejection. The classical design is intentionally structured so each NAND gate can later be replaced by a trained quantum shell without changing the surrounding wiring. The note also previews how this enable discipline carried over unchanged into a quantum microcode sequencer in later parts of the series.
