## Summary

Security researcher Steven Murdoch has uncovered evidence that the U.S. military has been using public GPS satellites as a covert key distribution platform for nearly 20 years. All 31 operational GPS satellites broadcast hidden cryptographic keying material, effectively turning each satellite into a numbers station. Murdoch traced a synchronized signal change across all satellites on May 26, 2011, to declassified documents confirming the rollout of the military's Over-the-Air Distribution (OTAD) and Over-the-Air Rekeying (OTAR) systems. These systems replaced manual cryptographic key distribution, allowing military GPS receivers worldwide to be rekeyed remotely via satellite broadcast without anyone outside the military being aware.
