Shanghai has officially launched the Quantum Computing Future Industry Incubation Zone in the Xuhui district, starting with 26 founding companies. The hub offers up to 100 million yuan for foundational research and innovation, up to 20 million yuan for first-product development, and computing subsidies. The initiative aims to grow the district's quantum company count to over 100 within three years. Shanghai's move is part of China's national quantum strategy under the 15th Five-Year Plan, and places it in competition with established quantum hubs in Hefei, Beijing, and Shenzhen. The zone also plans to integrate AI and quantum computing, leveraging Xuhui's existing AI ecosystem including organizations like StepFun AI and the Shanghai Artificial Intelligence Laboratory.
