Organisational readiness is commonly misunderstood as a governance checklist, but the real constraint is achieving shared understanding of goals, trade-offs, and decisions before delivery begins. Drawing on a roundtable hosted by the Institute for Government and Scott Logic, the author argues that transformation failures stem from unclear objectives and fragmented ownership rather than technology choices. AI can help by synthesising large volumes of documents, surfacing hidden assumptions, accelerating discovery, and enabling rapid prototyping — but human judgement must remain in control of every meaningful decision. The ethical concern in this context is primarily about data handling, not job displacement. Ultimately, shifting readiness left is as much a behavioural challenge as a technical one, requiring leaders to bring everyone along as the transformation vision becomes reality.
