Using real Starlink TLE data over Aberdeen, the author finds that both strategies agree ~88% of the time because the geometry that produces a strong signal (high elevation, short range) also produces slow Doppler drift — making sync cheap. A cost-aware override saves ~9% of sync refreshes but sacrifices link margin. Hysteresis (staying on a satellite to avoid handovers) actually backfires by holding onto satellites as they set and become expensive to track.
