Sopra Steria has filed a lawsuit against the UK government after losing a £958.7 million outsourcing contract to Capita for the DWP's Synergy business process services program. The French firm alleges the DWP failed to flag Capita's bid as 'abnormally low,' conducted post-selection renegotiations with Capita while excluding Sopra Steria, and breached procurement rules. The contract covers payroll and HR services for 250,000 civil servants across multiple departments using Oracle SaaS ERP. Sopra Steria is seeking termination of the award and/or a rerun of the procurement process, plus damages. The case adds pressure on Capita, which is already under scrutiny over its handling of the Civil Service Pension Scheme.
