# Strategy Does Not Fail at the Top. It Degrades on the Way Down.

## Summary

Most organizations don't lack strategy — they lose strategic intent as it cascades through layers of interpretation. Each business unit, function, and team translates direction through its own incentives, producing execution that drifts from leadership's original intent without any single bad decision. The fix isn't tighter control but better instrumentation: defining intent in operational terms (outcome, stakeholder, constraints, evidence), building causal KPI trees rather than flat metric lists, measuring handoff quality as the primary unit of enterprise execution, and detecting drift early via lightweight variance indicators. A cadenced review rhythm — weekly for execution signals, monthly for alignment, quarterly for intent validation — keeps adaptation conscious rather than accidental. Someone must own the integrity of the original outcome across the system, and corrections should target the right layer: clarify language, fix incentives, redesign handoffs, or change the strategy itself.
