Terraform now supports assigning agent pools at the project level

HCP Terraform and Terraform Enterprise now allow users to assign default agent pools at the project level, replacing the previous workspace-only configuration. This enhancement improves scalability and reduces manual configuration overhead by automatically applying agent pool settings to new workspaces within a project. Project owners can set default execution modes, while workspace admins retain the ability to override settings for specific requirements. The feature addresses previous limitations around time-consuming, error-prone manual agent pool assignments and provides a more self-service approach to infrastructure management.
