Lithuania adopted the Dutch RDW's certification rather than conducting its own testing. Greece and Belgium are expected to follow the same recognition route. However, EU-wide approval faces obstacles: Scandinavian regulators in Sweden, Finland, Denmark, and Norway have raised concerns about FSD exceeding speed limits and poor performance on icy roads. A qualified majority vote through the European Commission's Technical Committee on Motor Vehicles is required for bloc-wide clearance, with no vote scheduled yet. Tesla currently has about 1.3 million FSD users globally and added 180,000 new subscribers in Q1 2026.
