The real story, however, is a regulatory shift: two days earlier, the NHTSA administrator signaled willingness to scrap the rule requiring driverless vehicles to have steering wheels and manual controls. This is the legal constraint that has kept the Cybercab in a grey zone. Tesla has deliberately avoided applying for individual exemptions (capped at 2,500 vehicles/year), betting instead that federal rules would change broadly. That bet appears to be paying off. Meanwhile, Tesla's Austin robotaxi fleet of 42 vehicles lags far behind Waymo's 577, and its FSD crash rate is roughly four times worse than the human average.
