Engineering migrations are a guaranteed upfront cost, for uncertain rewards in the future. The longer a migration takes, the greater the risk that it may never pay off. Engineering should bias toward projects that payoff sooner than later, or risk never seeing the rewards at all. Like an investor doing due diligence, engineering must calculate the costs and benefits.
