A 'logically air-gapped' governance model is proposed that replaces physical isolation with a software-defined cryptographic perimeter using eBPF and Cilium. The model rests on three pillars: data residency, technological autonomy, and operational autonomy. Cilium (now part of Cisco via the Isovalent acquisition) provides CNI, IPAM, L4/L7 filtering, transparent encryption (WireGuard/IPsec), and Egress Gateways. A runtime security module called Live Protect uses eBPF at the kernel level for real-time threat detection, evolving infrastructure into a self-defending environment. Cisco Secure Workload integrates with Cilium to cover containerized, virtualized, and bare-metal workloads.
