## Summary

Weekly Rails changelog covering several notable changes: query log tags can now be configured per connection pool, ActiveRecord::Base.with delegates block calls to Object#with for temporary attribute setting, increment!/decrement! now correctly include all query constraint columns, and assert_difference/assert_changes now raise ArgumentError for static expressions.
