GitHub has updated repository permissions so that users with the triage role can now create issues even when issue creation is restricted to collaborators only. Previously, only users with write access could create issues under this restricted setting. This change allows teams to maintain controlled issue intake while empowering triage-role contributors to better support repository maintenance workflows.
