The rebuild enables frame pointers for performance profiling, ELF package metadata for better package identification, amd64-v3 architecture variant support for modern CPUs, RVA23 baseline for RISC-V, IEEE long double for PowerPC, and Z15 baseline for IBM Z mainframes. This housekeeping effort ensures even rarely-updated libraries adopt the distro's preferred baselines where applicable, benefiting long-term support users.
